The Surface Mount DPAK component family has been in Library Expert for the past 6 years.
The get the Thermal Tab under the package, make the L1 dimension a negative value. Then us the Footprint tab in the calculator UI to enter the mfr. recommended pattern. Also, the TI Case Code NDW0007A is on POD with 13 different part numbers for free download.
