Which are package dimensions are preferred to use to draw the legend outline (nominal or maximal body dimensions)? Any general requirements for this? For example package: https://industrial.panasonic.com/cdbs/www-data/pdf2/AAA4000/AAA4000D67.PDF |

The Maximum Body Dimensions, because then you can see the Legend after assembly.
You can also QC the placement accuracy of the assembly process. If the component is covering the Legend on one side and highly exposed on the other side may indicate assembly flaws. |
