   The Footprint Expert's "FP Designer" module can automatically build BGAs with up to 99,999 pins by importing CSV files.

You can import this .TXT file into FP Designer:
INTEL_BGA-1296-Pad_Placement.zip 
Select FP Designer
Create the Body – 31 x 24 x 2
Create a round 0.30 mm SMD pad stack
Import the .txt file
In Footprint Expert, go to:
Help > FP Designer > Place Pins with CSV File - BGA
