1-What PCB Model should we use to  create Footprint ?

2-confirm Parameter “D1”
is the distance to the middle
of first row pins.
3- Parameter “D1” requested in nominal value can we calculate it as the average of maximum and minimum values 
4- Distance to middle of pin=distance to back
of pin + 1/2 (Lead thickness)

Nom distance to back of pin = (2.92+2.52)/2

Nom 1/2 (Lead thickness) = (0.65+0.45)/4

D1=2.72+0.275

D1=2.995

please add more details for how to select Model fo cases like this
