It seems that PCB Library Expert is using a hybrid of IPC-7351B and the unpublished IPC-7351C. Which version of the software uses version B exclusively? Is that software version still available?

The Library Expert comes with the default settings to IPC-7351C. However, if you load the IPC-7351B_DefaultPreferences.dat file, you only get the "B" settings.
