I have tried to use the check box "Set as default format" (Create Footprint window - Translator field), but unsuccessful. This doesn't work.
Maybe I'm do something wrong.

To save you CAD tool interface settings, there is a button in the lower right that says -
"Save Entries as Preferences" Select it after you enter all your data fields. This saves all your settings to a file in this folder - C:\Program Files (x86)\PCB Libraries\Library Expert 2017 File Name: FPXFormatPreferences.xml |
