Allegro 16.6 does not support "Donut Pads".

Allegro 17.0 will support "Donut Pads".

PADS Layout has supported "Donut Pads" for the past 15 years.

Altium supports "Donut Pads" in the latest release.

I am only trying to create a round non plated mounting hole. I do not see a donut in the padstack. Am I missing something ?

When you generate a non-plated mounting hole an error is generated.
