I use TH FPX librarybut, there are difference between 3d-Model for "TO254P1590X1040X460-3"and TO-220AB Insulated Package "http://www.st.com/st-web-ui/static/active/en/resource/technical/document/datasheet/CD00002264.pdf". bythe way Mostly TO-220 is Straight package. Rarely it's Horizontalor zigzag(Vertical) check this document"http://focus.ti.com/en/download/qlty/MS101206-MISC.pdf"so, i suggestadding TO-220 Straight package in Library Expert Pro 2015.06.

Use the Through-hole > Flange Mount (TO-220) > Horizontal or Vertical.

There is one in the TH FPX file called - TO254P1590X1040X460-3

You can download the SM, TH and BGA FPX files that have over 5,000 Case Codes here - http://www.pcblibraries.com/account/user/memberdownloads.asp

You can also download the V2015.06 pre-release with the new 2015 Contour Courtyards for every component family.

How can I build 3D STEP model for TO-220AB?

I did not find a Package that fits.
