I just read here https://www.derf.com/printed-circuit-boards-overview-and-explanation/ about blank PCB and PCB with components. 

I never heard about these two terms. 

Is the design of these PCBs different or working is also different? 

Any explanation or source link would be greatly appreciated.

I think what they mean by a PCB without components is an unpopulated "Bare Board".
