We completed the licensing configuration for 2013 around March, I believe. I had the same problem.  I ran the PCBL Remote Key Update.exe located in C:\Program Files (x86)\PCB Libraries 2013\FPX 2013\HASP and sent the c2v file to Nick Ban via email.  He mailed back the v2c file which I saved and then used in the program.

Worked like a charm!

It does not make any difference when you got the USB key.
 
To be elegible for V2013 software, you would of had to purchase PCB Footprint Expert after December 1, 2012.
 
If you were part of our Beta Test team and received Free software in exchange for your support or purchased the PCB Footprint Expert prior to 12/1/12, you need to pay the upgrade fee of 30% of the current list price. You will receive free weekly updates to V2013 until it is fully completed and bug free.
