Error 42 generally means you need to “Run as Administrator”

I just downloaded the latest version and I can't get it to build a footprint. I tried Allegro and a few other output options but I get the same response:
 
"Could not initialize application. Error 42. Try right clicking and chosing run as administrator....."
 
Running as administrator is not an option.
