Due to all the package dimensions including terminal dimensions can determine the pad stack size and pad stack collisions. This is what the Through-hole Minimum Pad to Pad Clearance was intended for. Two pads should never touch each other when 'Calculating' a land pattern.

For all non-standard packages, Footprint Expert has FP Designer for creating land patterns from the component manufacturers datasheet. If you use the manufacturers recommended pattern, there will be instances where 2 or 3 pads touch each other. Even through-hole and surface pads can intersect. Adding a minimum pad to pad clearance to FP Designer doesn't make any sense.

There are rules for Calculating patterns. There are no rules for mfr. recommended patterns.
