Try select the FPX_2019_Enterprise.exe file and RMD and select "Run as administrator". 

It's in this folder - 
C:\Program Files (x86)\PCB Libraries\Library Expert 2019

Getting "unable to connect to running PADS application"

I have PADS running and have tried to run as admin.
