Library Expert does not allow Silkscreen Legend on pads. 

It auto-trims per your Preferences in Drafting > Legend. 

There is a Legend > Clearance option. 

Also, you control the Courtyard in "Drafting > Courtyard" Preferences. 

If you're using the Library Expert Pro, just select the "Drafting" tab in the package dimension panel. You must do this for every part you create. 

If you're using Library Expert Enterprise, open Preferences > Drafting and just set it once and it applies to every part you create automatically.

Since you can't have silkscreen on pads, is it possible to offset silkscreen outside of the courtyard/outline?
This will save lots of time to clean up/move silkscreen off the pad after the board is routed.
