The "PCB Library Expert" has FP Designer to create these non-standard Footprints.
 
You create the pad stacks, silkscreen and pad spacing.
 
You are in complete control. Do you want a square pin 1 and a round pin 2? Do you want a circle or square silkscreen outline?
 
Try it and let us know if it works.

When I was using LP Wizard there is an option to switch between Horizontal and Vertical style for Axial lead components. But I can not see this feature in Footprint Expert. Is there a plan to add this feature back to Footprint expert? Sometimes our EE may have this requirements on some board.
