How does the footprint Expert calculate the location of the pads/holes in TO92? Specially the Y location. Pitch is for the X location.

We've been using the same pattern since the 1980s. 

Pin 1 & 3 are on a 2.54 mm (0.100") grid in the x axis. 

The group of pins is centered in the component body to have equal distance from Pin 1 to the body and Pin 2 to the body and Pin 3 to the Body in the 'Y' axis. 

However, you can place the pins 'In Line' with a pin pitch of whatever you want. 

Either way, you're bending leads (lead forming) to fit in the holes.
