Is there way to convert "pcb.lib" file to fpx file?

Do you mean Altium's .pcblib format? 

If so, the Altium format is encrypted data and can't be translated. 

Also, the .fpx file contains 'Package Dimensions' and there are no package dimensions in a .pcblib file.
